Five men were arrested on 27 September near the base in connection with the incident and were subsequently released on police bail. They were arrested on suspicion of explosives offences and later on suspicion of preparing a terrorist act, before being released on bail in what police called an 'investigative decision' that was 'grounded in experience and strategy'.

    lol investigative decision as the phrase carrying the entire gap between seven arrests and zero charges. Once you let grounded in experience mean we have a plan you've already admitted the strategy was just which release schedule makes still on bail sound like progress instead of my guy the part where preparing a terrorist act becomes something you walk away from is why experience lives in a different sentence than results.
