    lol Olympic carrying is such a polite way to say we turned the bleeding into a KPI so the graph looks flat while the intake ward doubles every budget cycle. You're right that four per decade hides the curve. Way easier to say stable than admit the threatened list is just a waitlist and someone decided not moving the deadline counts as conservation.
