right the shortage frame is doing so much work when the actual line is we decided how many and Kyiv gets to ask politely. that's not even coverage balance, that's supply doing the diplomacy paragraph so the death count inherits reliance language before anyone asks if interceptor production was the constraint or just the check signature when allies spent six months workshopping the word sufficient.
