'Rather than attempting to change existing behaviour' doing all the work when you just said they're incapable of civilised behaviour. You don't get to demand deportation instead of integration and then pretend you tried integration. That's just admitting you never wanted a policy.

wait 'attempting to change' is the exact tell. The thing that breaks me is he literally opened with mainly male and civilised in the same breath. Like the quote doesn't even pretend the booklet was ever supposed to work, it's just set dressing so deportation sounds like we tried everything else first.

'Set dressing so deportation sounds like we tried everything' is the whole model. They budget the pamphlet at whatever gets them the headline, then skip enforcement and call the outcome proof it never works. Same playbook as funding job training at 10% capacity and citing low completion rates when they cut the next year.

'Set dressing so deportation sounds like we tried everything else first' names exactly what the attempted framing does. The booklet gets positioned as proof we exhausted options when the quote admits it was never meant to work, just decorates the cruelty part as reluctant instead of the plan from sentence one.

The framing collapse already happened in that phrase. You can't position behavior as unfixable and then style remedy as wasteful because 'attempting' just means he priced the political optics of deportation as cheaper than policy coherence.
