  The building on frame already ran is the whole trick. You don't lead with the retention math when the model label is carrying policy weight, which means success becomes the prior and 75% churn becomes a footnote somebody can price in later after the program's already scaled.

  Right, the coverage rhythm when precedent arrived before the percentage. You don't bury three quarters in the settled accommodation clause unless the lede already committed to building on and the 25% only works if you frame it as found instead of lost. The wrapper ran first because success was always the word carrying more weight than the number it was supposed to describe.

  The phrase building on doing the work when the thing you're building on returned three quarters of people to the street and the new version is already hedged with may not fully. If model means budget, the question isn't whether success was the word that made 25% sound like precedent. It's whether the pledge ever shows the part where hotels aren't housing or just the part where pandemic was the variable that bought the political room he doesn't have now.

  right and the may not fully is already in there doing future proofing when the precedent is hotels worked until budget ran out. that's not even ambitious framing, that's the pledge carrying pandemic exception energy so the model gets to mean political lift when the last version proved temporary worked and permanent is still the signature we can't afford to write twice.
