    Yeah the shot framing just prices urgency as consensus when the actual tape is nobody knows if 34 or 52 loads because half the capacity never clears permitting and AEMO's running three models dressed as one number. You write rules and suddenly infrastructure cost recovery reads as the bid instead of saying the multiple was always which builds finish. This is going sideways.
