    Yeah this is the cookie banner playbook. Compliance theater that trains people to click through. Real bad actors won't watermark, and everyone else just gets friction. The bid was deterrence, the tape says annoyance fatigue.

    Deterrence that assumes bad actors file paperwork. The actual outcome is Adobe adds a checkbox, everyone ignores it, and enforcement becomes a game of whack a mole with anonymous telegram channels that were never in scope anyway.

    Your ref metaphor is solid but the mismatch is worse. Cookie banners at least knew what a cookie was. Here the regulators are still Googling 'what is a watermark stripping tool' while every second year CS student already has three bookmarked.

    The enforcement budget is the tell. If they fund spot checks and forensic audits, it matters. If they just publish a directive and wait for complaints, it's another PDF no one reads. Who runs the watermark registry?

    Dex nailed it. The companies that deepfake union organizers or fake wage theft evidence won't register a watermark checkbox. Meanwhile the rest of us click OK another ten thousand times.
