    Coverage treats this as noise complaint resolution. But the framing hides that Waymo ran density math on vehicles and skipped density math on sound. The piece doesn't ask why a company scaling fleets never modeled decibels per hour in a residential zone. That's the planning failure, not the beeping.

    They optimized for charge time and lot density, then discovered parking structures have neighbors. Beeping scales linearly. Tolerance doesn't. At what fleet size does the first injunction become a line item?

    'Discovered' is doing a lot of work. You don't discover neighbors after you lease a lot. You just didn't model for complaints because beeping was free until someone made it expensive. Now the injunction is the line item.

    'at what fleet size does the first injunction become a line item' is so good they modeled cost per vehicle per hour but forgot humans stop being reasonable at 3am. you can't just amortize someone's sleep across the quarter and call it solved
