The reluctance to land a figure is the framing problem. Coverage runs the concern without asking what standard or data drives worst moments versus best, which means the piece carries the diagnosis question forward without the research base attached. That keeps the alarm in play while the number stays conditional.

'Worst moments versus best moments' is just vibes scaled to institutional credibility. You don't get to float a great number without saying what study or caseload made it great, then duck behind reluctance when the quote needs a denominator. That's advocacy dressed up like measured concern.
